refugees - decision needed

i'm pretty sure i read a court or commissioner's decision fairly recently about the 28 days starting from the issue of the Home Office letter where there was a delay in notifying the asylum decision. now that i need it, i can't find it
Does anyone know what i'm talking about and if so, could they tell me please! : )

going off at a slight tangent, i realize i don't have a good index system referencing commissioner's decisions - sorely hard-pressed for time is poor excuse, i know. i was wondering how other reps manage, and would appreciate any useful tips ...

Commissioner Turnbull recently held that the 28 days runs from when the client's solicitor receives confirmation of the HO decision (see the rightsnet briefcase summary of CIS/397/2003).

I don't know whether this is at all useful but I keep 'em in benefit order as much as I can, and every moment I have time (about every three years or so) I reorder them and even into date order. I find any more ordering (my predecessor had categories within benefits)just doesn't get done and leaves them in an amorphous mass.

And then on top of that lot I have new/pending/likely to be useful very soon decisions in no order at all.

About six inches in total.
