anytime reviews and appeals

If you apply for an anytime review on an official error (one dating back several years) and the decision maker decides there has not been an official error, do you have a right of appeal to a tribunal on the decision? If so what powers do the tribunal have if they found in claimant's favour? (ie backdating awards)

Afraid not - CIS 4/2003 (T) ruled it out. Judicial review only option to challenge it.

Could you claim under the compensation for maladministration procedure?
