'Recovery of housing benefit overpayments

A tribunal of commissioners has been directed to re-consider some of the issues considered in R(H) 2/03 (Chiltern DC) and R(H) 3/04 (Tribunal of Commissioners), as the legislation has now changed and a new vires point has been raised.
