old awards of mobility allowance

Has anyone read CDLA/2999/2004. I have read it twice, briefly, but have yet to fully consider and research it. On the face of it, it seems to mean that old awards of Mobility Allowance converted to awards of HR Mob of DLA on the coming into force of the DLA Regs which have not been renewed prior to the coming into force of the Social Security Act 1998 cannot be touched by the Secretary of State under any circumstances unless the SoS amends the regs accordingly?

What do others think? Or is there something that I have not yet considered? If my first impression is correct then can this precipitate a campaign to open up similar previous decisions where the HR Mob was removed after 1998 and get it re-instated from the date of the commissioner's decision (the anti-test case rule preventing earlier re-instatement)?

As I said, I have not yet considered it properly, just inviting intial thoughts and discussion.
