More in rightsnet news later, but coronavirus-related highlights in the Budget speech include:
- SSP from day one
- SSP for all advised to self-isolate regardless of whether symptomatic
- sick notes available via 111
- contributory ESA from day one
- temporary removal of the UC minimum income floor
- relaxation of requirement to physically attend a jobcentre
- cost of SSP to be borne by govt rather than employers for 14 days
Clarification from the Treasury:
Statutory Sick Pay costs for businesses with fewer than 250 employees will be met by the government in full for up to 14 days per employee.

Good mini-thread on the measures announced in the Budget from Tony Wilson, Director of the Institute for Employment Studies
I noticed something interesting in the policy costings document. On page 60, discussing the delay to the reduction in the surplus earnings threshold, they write:
The main uncertainties in this costing relate to distinguishing between those claimants who are seen to be paid twice because their earnings payment dates fall within the same assessment period (and therefore are not in scope of this policy) and those who experience a genuine spike in earnings.
The only reason I can think of why it would make a difference how the surplus earnings came about was if DWP have conceded the Johnson case.
