Client arrived from Italy via Eire where he had done some cash in hand work. He has applied for and been refused JSA on grounds of HRT.
Is he excepted from the HRT test as a work seeker?
My reading is that EU law allows for the nation state to force foreign workers to meet the requirements of tests (in this case the HRT) which nationals of the state aren't forced to submit to in order to qualify for JSA.

Yes....He needs to pass the R2R and the HRT.... basically he cannot claim JSA in the first thrre month in the UK.... after that he can try again, but he my not get it.
