LHA query for single lady who requires 2 bedroom property

All advice appreciated - I have a query regarding a single lady who requires 24 hour care due to her disabilities and thus needs a 2 bedroomed property. She has been allocated a 2 bed property that is managed by a RSL but is privately owned - hence LHA not HB.

Is there any way round her being assessed as only being eligible for 1 bed property as there is a significant shortfall between rent due and LHA available.

The 24 hour care is provided by a team of carers.

The question would be therefore who is her landlord - I surmise the RSL - is that beneficial to your client?

HA properties are social housing - the same as LA - so tenants are not affected by LHA and remain on HB.

The rent for the property is just over £135 pw which is not a social housing rent as the property remains under private ownership - is it still possible to have it deemed as Social Housing as the Managing Agent is a RSL?
