3rd party payments from PPI to finance company

Client took out ppi in case of sickness to cover HP payments for car. Payments are made direct from insurance company to finance company.

His IS is reduced by £38pw as a result.

As these are the same rules as those for notional capital I can't see that these payments should count - a car is not an ordinary living expense.

Am I reading this correctly ?

I think the insurance payment should be disregarded under schedule 9 para 30ZA of the IS general regs. Also see para 28106 of the DWP Decision Makers Guide.
