IS for estranged youngsters in education

I saw the article by Gary Vaux in Community Care about the age limit for estraged youngsters in full time non-advanced education being raised to 21. I have to admit, this change passed me by. Is that the total extent of the change, or does it also apply to people in approved unwaged training? Is it a change to the definition of a qualifying young person, and so also affects CB and CTC? Can anybody direct me to the reg?
