Joint claim JSA and R2R

In a joint claim for JSA, where is it written down that, where one member is a Person From Abroad, having failed the r2r that their applicable amount is that of a single person?

Admittedly reg 3E JSA regs allows a sole claim where one member is PFA, but reg 86 A-C and sched 5A don't seem to set an applicable amount in this situation.

Reg 3E doesn't seem to compel a joint claim.

If a joint claim were made, where is the provision to refuse the member who's PFA separately from their partner?

I've been round teh houses so to speak and I'm nearly ringing CPAG but it's not that urgent yet so thought I'd throw it to the bear pit first!

I'm going to bump this to see if I can revive it. A member of a couple is found to be PFA after failing R2R. The other member is entitled to make a single claim however what's stopping them making a joint claim? Surely as a family member of a qualified person the partner has R2R immediatley upon the claim being made...

Or am I chasing my tail?
