If someone is receiving IS and is a Carer , can they claim Carers Allowance ,and if so, is it taken in as income for IS purposes , and if it is are they then worse off as they would get the Carers Premium but have the Carers Allowance taken off their IS.

Yes, Yes, and No (because overall they willl be better off as their applicable amount for IS is £27.75 higher due to the inclusion of the carer premium).

One thing you do need to look out for is whether the person being cared for is entitled to a severe disability premium with a means-tested benefit, as this can be adversely affected if someone claims CA for looking after them i.e. it is taken away.

And of course you do need to check that the person being cared for is getting a qualifying benefit - AA or at least middle rate DLA care. But you knew that.
