Applicable personal allowance for 16/17 year old carers

Can somebody confirm that 16/17 year old ,making a claim for carers allowance and Income support top up, would be assessed on the £50.95 personal allowance?

I seem to remember that there was a lower rate for under 18's who were not disabled or estranged etc. But there is no longer a reference to it in Schedule 2 so I take it that carers under 18 are no longer discriminated against ? I would think their claim for IS needs to be a paper claim as the call centre would not deal with that age group or should they also have to visit their local 16/17 adviser in the job centre?

Brief reply - There are no longer any personal allowance rates for 16/17 olds - it is now the under 25 rate that you would be referring to.
